As the economy continues to take a turn downward and more companies are cutting cost, many bankers are being rewarded for all their "hard work". A simple pat on the back isn't acceptable when it comes to meeting numbers. Some of the same banks who cry for bailouts and hand holding from the government are paying out bonuses.
